To lead the commissioning process to provide an effective, high quality, flexible and responsive service to internal and external customers through the commissioning life cycle from the decision to commission through market engagement, tendering and contracts, monitoring delivery and output, and legacy strategy and implementation. Commissions will cover a wide portfolio of sectors and operations. The Commissioner will need to have a good understanding of the sector in which commissions are delivered. 

In addition, the Commissioner will have strong procurement and contract management expertise to work closely with other internal and external subject matter experts to understand the needs of the industry and whether commissions are an appropriate approach to meeting those needs.   They will then ensure that commissions are structured in the most appropriate way to maximise benefit through the process and that the most appropriate market approach has been adopted and the scope of each commission is clear.

The Commissioner uses excellent teamwork and collaboration skills to successfully deliver commissioned projects using internal and external expertise and engagement where needed.  They will establish and maintain programme and project management arrangements for the delivery of the commissioning work programme across the CITB, taking responsibility for ensuring programme and project delivery
