About the role: 

To manage a case load of employers and maintain the compliance of Levy Returns and grant applications within own area of authority, including identification of inaccurate Levy Returns, over paid grant and fraud and taking the appropriate action as required by any scheme requirements. 

To support CITB’s employers with information, advice, and guidance on the compliant completion of Levy Returns and grant applications through a customer centric approach to levy and grant verification. 

To implement CITB’s Levy and Grant Verification strategy within own area of authority through effective audit planning, audit delivery and follow ups for non-compliance. 

To negotiate with employers to ensure compliance where issues have been identified with the completion of levy and grant applications, in line with any of CITB’s scheme requirements. To liaise with other departments where there is an interdependency to minimise the risk of overpaid grants, certifications or wrong achievements entered onto the system. 

Key responsibilities and accountabilities: 

Management of a case load of Employers to implement CITB’s levy and grant verification strategy that enables construction industry employers to trust the levy and grant process, by contributing to the design and delivery of the levy and grant verification strategy and the identification of high-risk companies to reduce the risk of non-compliance malpractice, maladministration and fraud through the implementation of the strategy within own area of authority and case load. 

  1. Manage a case load of employers to deliver the audit planning process, auditing, reporting, and managing non-compliances with each employer and in line with the levy and grant verification strategy.
  2. Plan and conduct sampling activities sufficient to meet the levy and grant verification strategy that gives an assurance to construction employers of the accuracy of their returns and protect CITB’s reputation.
  3. Carry out due diligence, interviews, in line with the scheme requirements and levy and grant verification strategy within case load.
  4. Communicate and deliver feedback at the appropriate level to key staff and management that contributes to a robust levy return and/or grant applications and recommends the level of action for non-compliant returns and/or grant applications taking the appropriate actions.
  5. Produce clear written reports in plain English for customers and employers with clear guidance and feedback for CITB products.
  6. Actively share good and poor practice during standardisation team meetings with colleagues, through training webinars and forums with customers to continuously improve the levels of accuracy of levy returns and grant applications. 

Knowledge and Experience: 

Essential:

  • Educated to GCSE standard A-C in at least Maths and English
  • Excellent communication skills
  • Understanding of CITB Levy and Grant
  • Ability to work unsupervised and on own initiative
  • Ability to manage conflict in difficult situations.
  • Experience using Microsoft Applications
  • AAT payroll qualification (can be obtained in post) 

Desirable: 

  • Demonstrable knowledge of PAYE, CIS300 schemes
  • An in-depth knowledge and understanding of Levy and grant auditing system.
  • ISO9001 auditor registration/certification
