Oversee and carry out a range of maintenance, repair, painting and decorating tasks across the national CITB estate ensuring compliance with the CITB Health and safety policies and procedures and according to the priority indicated on the job sheets all as instructed by the Estates and Maintenance Manager

Key responsibilities and accountabilities:

  • Repair and maintenance of all buildings in respect of painting and decorating tasks.
  • Carry out condition survey of painting and decorating items for inclusion within the rolling maintenance programme and later the works required, to ensure that all essential maintenance tasks are listed and attended to in order of importance.
  • Updating the Facilities Maintenance software (HIPPO) in order to accurately log work tasks and maintain accurate stock levels.
  • Carry out essential emergency works as required in addition to rolling maintenance programme (currently on a job sheet basis).
  • Ensure that all painting and decorating tasks are prioritised according to the job sheets issued
  • Carry out repairs to training aids (rigs) for courses that run on site, for example maintaining the finish to the rigs used for dry lining etc.
  • Carrying out project work on time and to an excellent standard.
  • Tailoring projects according to use and health and safety requirements e.g. choice of paints and surface finishes to satisfy the requirements of the internal customer, to comply with end user specification and or legislation.
  • Checking asbestos register prior to completing any works.
  • Re-encapsulating and labelling asbestos coated materials following the annual inspection carried out.
  • Supervise the work of the apprentices – allocating tasks from job sheets, ensuring work is carried out to standard and providing on-the-job training as required.
  • Meet with Contractors, gain quotations for works, supervise the works and finally snag the works to ensure that the works carried out are up to the high standards required.
  • Ensure that work is carried out in compliance with internal health and safety policy and procedures and meets external health and safety legislation, including wearing the correct PPE and use and maintenance of tools and the use of chemical-based substances under COSHH regs.
  • Ensure all materials are stored both safely and in full accordance with Health and Safety legislation.
  • Ensure all materials are disposed of in accordance with health and safety legislation and the Waste regulations.
  • Ensure equipment is used and maintained in accordance with manufacturers’ recommendations.
  • Responsible for the safety and efficiency of the painter’s workshop, ensuring the work environment is safe and fit for purpose and that ladder inspections are complete with the correct colour coding.
  • Undertake training as required to maintain knowledge and ability and in accordance with current regulations.
  • Maintain an adequate stock of materials and re-order as required.

Knowledge and Experience

  • Painting and decorating NVQ Level 3 or city and guilds from 5 year apprenticeship (equivalent to ‘A’ Level) alongside significant practical experience.
  • Extensive experience in all aspects of painting and decorating in order to be able to keep up with the volume and variety of jobs required/problems to solve on the main Bircham site as well as other sites.
  • Experience of working in a large, multi-disciplinary environment.
  • Experience and knowledge of the use of paints and substance classed under the COSHH regs.
  • Training in the following areas: Working at heights, MEWP (Mobile Elevated working platform), PASMA (access platforms), Scaffolding, Manual Handling, Health and Safety, Asbestos awareness and Noise and vibration.
  • IOSH
  • Up to date knowledge of Health and Safety legislation and current relevant regulations regarding work undertaken.
  • Ability to interpret and work to technical drawings and specifications i.e. o and m manuals and painting schedules.
  • Computer literacy.
  • Creative skills, initiative and problem solving.
  • Communication skills to understand the job required and to find the best solution
  • Ability to drive

Special Conditions/Other Requirements

  • Nationwide travel to other sites and staying overnight for up to one week at a time
  • Driving licence required
  • High level of physical mobility and stamina required to undertake majority of tasks, the role is a physically demanding one.
  • Potentially dangerous substances are required to be used as part of the role and must be stored / handled / disposed appropriately in order to minimise risk.

Flexible approach required to organisation of work in a day and response to emergency maintenance – e.g. travelling to another site at short notice due to damages incurred
