About the role:

The role of the Levy and Grant Analyst is to support the Head of Levy and Grant by modelling and analysing scenarios around both Levy and Funding in order to inform the future design and approach in these areas.

The Levy and Grant Analyst will support the Head of Levy and Grant by contributing and supporting the implementation of the organisation’s objectives to provide effective and impactful funding to the construction industry.

This role will lead on all aspects Strategic Levy reviews as prioritised by the CITB Executive and Board, from analysis to implementation

Key responsibilities and accountabilities:

Data gathering and analysis

  • Gathering multiple data sets to provide modelling, analysis and scenario setting for multiple strategic options to enable funding and levy interventions to provide the maximum impact and benefit to the construction industry Modelling
  • Engage with Stakeholders nationwide on Strategic Levy and Grant projects. This will be on a one to one and one to many bases; to discuss current thinking, explaining options and proposals, and to collect feedback and views.
  • Mapping differences between skills policy, especially Apprenticeships within the three nations
  • Interpretation and analysis of government policy and the impact on Levy options and proposals. Supporting the work of the Levy Working Party (or similar committee), including requested research, analysis and material production
  • Assisting with analysis of Levy and Grant related data in general where required

Understanding the policy environment

  • Working closely with the L&G Product team to define Strategies, understand consequences, handover strategic projects and support implementation through to BAU
  • Working with colleagues in other teams to aid their understanding of CITB Levy & Grant strategic projects so they in turn can engage confidently with stakeholders
  • Interpretation and analysis of government funding and skills policy

Essential:

  • Excellent data gathering and analysis skills and experience at a macro and micro level
  • Has a strong analytical skill set
  • Ability to think laterally and beyond the constraints of the current scheme and systems
  • Confident presentational and engagement skills
  • Ability to present technical data clearly and effectively to varied and challenging audiences, both internal and external
  • Ability to work effectively either independently or as part of a team
  • Ability to analyse and interpret budgets, define problems and collect large volumes of data
  • Ability to work across several projects/work streams simultaneously with a variety of stakeholders
  • A comprehensive working knowledge of the current CITB Levy & Grant systems
