About the role:

As a member of the management team, to provide the leadership contribution necessary for the effective operation of CITB, to externally and internally be an advocate of CITB’s purpose, aims and vision, and to work effectively with others across CITB in order to achieve the synergies that deliver CITB’s objectives.

To provide management expertise across all areas of team functionality, ensuring internal integration, effective and efficient operation, and clear direction and purpose that in turn, shapes priorities, objectives and outcomes.

To manage the team which commission’s providers from the private, voluntary and community sectors to provide high quality services that deliver outcomes specified in CITB’s Strategic Plan.

To manage the commissioning process to provide an effective, high quality, flexible and responsive service to internal and external customers through the commissioning life cycle from the decision to commission through market engagement, tendering and contracts, monitoring delivery and output, and legacy strategy and implementation.

To ensure collaboration with all of the necessary CITB teams involved in this successful delivery, particularly with Partnership teams with regard to engagement and relationship management. Commissions will cover a wide portfolio of sectors and operations.

The Commissioning Manager will need to have a good understanding of at least one sector and its training needs and a working knowledge of the other sectors. In addition, the Commissioning Manager will work closely with other internal and external subject matter experts to understand the needs of the industry and whether commissions are an appropriate approach to meeting those needs.

To manage the establishment and maintenance of programme and project management arrangements for the delivery of the commissioning work programme across CITB, taking responsibility for ensuring successful delivery.

To ensure that commissions are structured in the most appropriate way to maximise benefit through the process, that the most appropriate market approach has been adopted and the scope of each commission is clear.

Knowledge and Experience:

  • Educated to degree level with relevant professional qualification
  • Comprehensive knowledge of procurement, contract management and commissioning delivery
  • Demonstrable experience of managing a team of professionals and/or a virtual cross functional team
  • Programme and project management experience
  • Good understanding of legal basis of commissioning, including procurement requirements and frameworks applicable to the public sector
  • Comprehensive understanding of how the commissioning function integrates with other business areas in order to achieve the goals of CITB
  • Operational knowledge of other business disciplines in order be able to resolve issues that have an impact beyond own professional discipline
  • Advanced analytical skills in order to be able to evaluate factual and qualitative information in relation to contracts and procurement processes
  • Experience in planning, budget management and policy development
  • High level of communication skills, including interactive listening in order to be able to negotiate with other managers and senior leaders
  • Negotiation, influencing and diplomacy skills in order to be able to achieve the overall right outcome for CITB
